About the Role
The Administration Officer: SCM Acquisition Management plays a central role in facilitating the procurement of goods and services through the formal tender process at the Department of Public Works. In this position, you will provide secretarial support to Bid Committees, assist with the compilation and verification of bid documents, coordinate and execute all phases of the bidding process, prepare scoring models and tender recommendation reports, and maintain comprehensive records of all minutes, approved submissions, and related documentation. You will also supervise and monitor SCM Administrative Assistants — ensuring quality control across all submissions and maintaining compliance with applicable legislative frameworks.
This is a compliance-driven, deadline-sensitive role that requires a sound working knowledge of the Treasury Regulations Act, Broad-Based Black Economic Empowerment Act (B-BBEE Act), Preferential Procurement Policy Framework Act (PPPFA), and the Public Finance Management Act (PFMA). Candidates must be prepared to work under pressure and irregular hours and must be able to liaise effectively at both operational and strategic levels.
Key Responsibilities of an Administration Officer: SCM Acquisition Management
Tender Procurement & Bid Administration
- Facilitate the procurement of goods and services through the formal tender process.
- Assist with the compilation of bid documents and confirm alignment with applicable SCM prescripts and processes.
- Submit the draft tender advert template for verification and submit adverts for placement in the tender bulletin and website for the required time period.
- Assist with the monitoring of validity periods of closed tenders.
- Provide administrative duties during tender and bid briefing sessions.
Bid Committee Secretarial Support
- Provide a secretarial support function to Bid Committees throughout the procurement cycle.
- Arrange and attend Bid Specification Committee meetings.
- Prepare registers for bidders and maintain accurate attendance and submission records.
- Communicate queries on submissions discussed by the Regional Bid Adjudication Committee (BAC).
- Provide feedback of all adjudicated submissions to relevant Line Functions.
Compliance, Evaluation & Screening
- Check compliance of all bid submissions with SCM prescripts and processes.
- Open bid documents and check the responsiveness and non-responsiveness of submitted documents.
- Prepare scoring models, tender recommendations, and evaluation reports.
- Assist with the preparation and screening of recommendations for Adjudication.
- Provide assistance in the review of the scope of Terms of Reference (TOR).
Record Keeping, Reporting & Audit Support
- Maintain thorough record keeping of all minutes, approved submissions, and other relevant documentation.
- Perform quality checks and control on all submissions by SCM Administrative Assistants.
- Provide information on audit queries as and when required.
- Compile letters for approval by delegated authority to communicate outcomes of the BAC to successful and unsuccessful bidders in line with established policy.
Supervision, Queries & Stakeholder Liaison
- Supervise and monitor SCM Administrative Assistant staff.
- Respond to specific queries during tender and bid briefing sessions.
- Attend to all queries related to Acquisition Management from internal and external stakeholders.
- Liaise effectively with stakeholders at operational and strategic levels throughout the procurement process.
Minimum Requirements – Administration Officer: SCM Acquisition Management
Educational Qualifications:
- A minimum three-year tertiary qualification (NQF Level 06) — National Diploma in Supply Chain Management, Procurement, Public Administration, Public Management, or Purchasing Management (essential)
Experience:
- Relevant working experience in a Supply Chain Management environment within Acquisition Management (essential)
Licences:
- Valid driver’s licence (essential)
