What Does an Administration Clerk: HR (Training) Do?

The Administration Clerk: HR (Training) plays a vital supporting role within the Human Resource Development function at Mnambithi TVET College. In this role, you will assist in implementing training and development programmes in line with approved plans, support the development and implementation of the Workplace Skills Plan (WSP), process bursary applications in line with departmental policy, and coordinate the Performance Management Development System (PMDS) and Integrated Quality Management System (IQMS) for College staff. You will also assist in facilitating the development of job descriptions and provide support on the Employment Equity Plan — contributing to a well-organised, compliant, and development-focused HR function.

This is an administratively demanding, compliance-driven role that requires a relevant qualification in Human Resource Management or Development, 1 to 2 years’ experience in an HR development environment, strong computer literacy, and a solid knowledge of applicable HR legislation and public service frameworks.

Key Responsibilities of an Administration Clerk: HR (Training)

Training & Development Programme Support

  • Assist in implementing all training and development programmes in line with approved plans.
  • Assist in the development and implementation of the Workplace Skills Plan (WSP).
  • Coordinate and facilitate training programmes for College staff as required.
  • Support the scheduling, logistics, and administration of training interventions across the College.

Bursary Administration

  • Assist in processing bursary applications in line with departmental policy and applicable guidelines.
  • Maintain accurate bursary records and ensure all documentation is complete and up to date.
  • Liaise with relevant stakeholders to ensure the timely processing and communication of bursary outcomes.
  • Ensure compliance with all relevant bursary policies and legislative requirements.

PMDS & IQMS Coordination

  • Assist in the coordination and implementation of the Performance Management Development System (PMDS) for College staff.
  • Assist in the coordination and implementation of the Integrated Quality Management System (IQMS).
  • Coordinate training sessions and awareness activities related to PMDS and IQMS processes.
  • Maintain accurate records of PMDS and IQMS cycles, submissions, and outcomes.

Job Descriptions & Employment Equity

  • Assist in facilitating the development of job descriptions across the College.
  • Provide assistance on the development, review, and implementation of the Employment Equity Plan for the College.
  • Support compliance with the Employment Equity Act and related reporting requirements.
  • Maintain up-to-date records related to employment equity submissions and planning.

General HR Administration & Communication

  • Provide general administrative support to the HR Training and Development function.
  • Maintain accurate filing systems, databases, and records for all HR training activities.
  • Communicate effectively with staff, management, and external training providers.
  • Ensure all correspondence and reports are completed accurately and submitted timeously.

Minimum Requirements – Administration Clerk: HR (Training)

Educational Qualifications:

  • Grade 12 / National Senior Certificate / NCV Level 4 or equivalent (essential)
  • Recognised National Diploma in Human Resource Management / Human Resource Development (NQF Level 6) or equivalent qualification (essential)

Experience:

  • 1 to 2 years’ relevant experience in a Human Resource Development environment (essential)

Licences:

  • Valid driver’s licence (advantageous)

Knowledge Requirements:

  • Knowledge and understanding of the coordination and facilitation of training programmes
  • Knowledge and understanding of the application of the Employment Equity Act
  • Knowledge and understanding of PMDS and IQMS processes and coordination
