The Department of Public Works and Infrastructure is responsible for the construction, maintenance, and management of South Africa’s government-owned immovable assets — including court buildings, police stations, correctional facilities, government offices, and national key points. Purpose of the Role

The Construction Project Manager (Grade A) is responsible for managing the full project management function — contributing to project initiation, scope definition, cost control, quality assurance, time management, procurement compliance, multi-disciplinary team management, and project administration — ensuring government infrastructure projects are executed in accordance with approved plans, norms, and time schedules.


Key Responsibilities – Construction Project Manager (Grade A)

Project Initiation & Scope Management

  • Contribute to project initiation, scope definition, and scope change control for envisaged government infrastructure projects.
  • Assist with the compilation of project documentation to support project processes — including feasibility studies, project briefs, and scope specifications.

Full Project Management Function

  • Execute the full project management function — managing cost, quality, and time control across all project phases.

  • Plan and attend project meetings during all project phases — ensuring decisions are documented, actioned, and followed up.

Procurement & Contract Management

  • Ensure implementation of procurement activities and adherence to Government procurement policies — applying the Government Procurement System, PFMA requirements, and supply chain management regulations.
  • Manage construction contracts in accordance with the JBCC (Joint Building Contracts Committee) and GCC (General Conditions of Contract) forms of contract — ensuring contractor obligations are met and disputes are resolved professionally.
  • Ensure that construction projects are implemented and executed as envisaged in the Acquisition/Procurement Plan.

Multi-Disciplinary Team Management

  • Manage and engage multi-disciplinary construction teams regarding the construction and maintenance of government facilities — coordinating architects, engineers, quantity surveyors, and contractors across all project phases.
  • Support the project environment to ensure that project objectives are delivered timeously and to the required standard.

Project Administration & Compliance

  • Implement project administration processes according to government requirements — maintaining complete, audit-ready project files and records.

Minimum Requirements – Construction Project Manager (Grade A)

Qualifications — One of the Following

  • National Higher Diploma (Built Environment field) with minimum 4 years and 6 months of certified experience
  • B-Tech (Built Environment field) with minimum 4 years of certified managerial experience
  • Honours Degree in any Built Environment field with minimum 3 years of experience
