About the Role – Labour Activation Programmes KwaZulu-Natal

The Labour Activation Programmes unit within the Department of Employment and Labour administers South Africa’s key employment preservation and job creation programmes — including the Temporary Employer-Employee Relief Scheme (TERS), the Business Turnaround and Recovery Programme (BTRP), and the Employability of the Unemployed initiative — all funded through the Unemployment Insurance Fund (UIF). Purpose of the Role — Assistant Director Labour Activation Programmes

The Assistant Director facilitates, coordinates, implements, monitors, and reports on Labour Activation Programme projects — specifically TERS, BTRP, and Employability of the Unemployed — across the KwaZulu-Natal province, engaging stakeholders, sourcing project approvals, running awareness campaigns, and managing human, financial, and equipment resources in line with the UIF mandate.


Key Responsibilities – Assistant Director Labour Activation KZN

Stakeholder Engagement & Facilitation

  • Facilitate engagements with relevant stakeholders on TERS, Business Turnaround and Recovery Programme, and Employability of the Unemployed projects
  • Build and maintain productive relationships with employers, labour organisations, government departments, and community stakeholders across KwaZulu-Natal
  • Facilitate awareness campaigns on TERS, BTRP, and Employability of the Unemployed programmes for target beneficiaries

Programme Coordination & Implementation

  • Coordinate the implementation of TERS, Business Turnaround and Recovery Programme, and Employability of the Unemployed in line with the UIF mandate across the KZN province
  • Source approval of TERS, BTRP, and Employability of the Unemployed projects through the correct departmental channels
  • Ensure all programme activities are implemented in compliance with the Labour Activation Framework, PFMA, and relevant legislation

Project Monitoring & Reporting

  • Monitor TERS, Business Turnaround and Recovery Programme, and Employability of the Unemployed projects throughout the project lifecycle
  • Compile accurate, timely reports on programme performance and project outcomes
  • Identify risks and deviations and escalate as required

Resource Management

  • Manage human resources within the unit — including performance management, supervision, and staff development
  • Manage financial resources in accordance with the Public Financial Management Act (PFMA) and departmental supply chain procedures
  • Manage equipment and assets allocated to the unit

Qualifications (Essential)

  • Undergraduate qualification at NQF Level 6 in one of the following fields — as recognised by SAQA:

Experience (Essential)
