About DPW Real Estate Management Services (REMS)
The DPW’s Real Estate Management Services (REMS) function manages the Government’s immovable asset portfolio — including the disposal of state-owned residential properties that are no longer needed, the release of surplus land for Land Reform, Human Settlements development, and Restitution purposes, and the administration of all associated conveyancing and transfer processes. The Assistant Director: Property Disposal plays a critical role in the government’s property rationalisation strategy — helping transition surplus state assets into productive use for communities and development objectives.
Key Responsibilities – Assistant Director: Property Disposal (REMS)
Property Management Policies & Compliance
- Implement and maintain property management policies, procedures, and frameworks
- Provide guidance on compliance with related prescripts, delegations, and procedures
- Communicate property management policies and procedures to relevant stakeholders
Disposal of Redundant & Superfluous Residential Properties
- Provide guidance on identifying redundant and superfluous residential properties for disposal
- Co-ordinate and facilitate the identification process
- Conduct inspections to determine status and condition of identified properties
Release of Vacant Surplus Land Parcels for Land Reform
- Co-ordinate the release of vacant surplus land parcels to achieve Government Land Reform objectives — including Restitution, Distribution, and Human Settlements development
- Co-ordinate and facilitate the identification process of vacant surplus land parcels
- Verify ownership status of identified vacant surplus land parcels
Conveyancing & Transfer Documentation
- Co-ordinate and facilitate the gathering of original conveyance and transfer documentation
- Ensure delivery of instructions to the Office of the State Attorney
- Accept draft Power of Attorney and transfer documents from the Office of the State Attorney in preparation for Delegated Authority to sign
Team Supervision
- Supervise employees to ensure effective service delivery within the property disposal function
