Role Purpose & Public Sector Impact

The administrative framework within the Department of Employment and Labour acts as the operational nervous system for employment creation initiatives across the Eastern Cape. Clerks assigned to this business unit do not merely perform routine filing; they actively manage the processing pipelines that protect domestic labor stability and facilitate economic inclusion.

The core of this position rests on three strategic pillars: stakeholder engagement for placement opportunities, tracking cross-border labor data, and regulating private recruitment entities. By coordinating large-scale placement pipelines with key corporate and state stakeholders, the administration clerk ensures work-seekers are matched efficiently with sustainable livelihood opportunities. Additionally, maintaining rigorous data for International Cross-Border Labour Migration helps the state monitor compliance with international treaties while ensuring that regional migration flows remain orderly, documented, and aligned with national labor needs. Throughout these processes, the incumbent must model the Batho Pele (“People First”) principles, guaranteeing that public service delivery is courteous, transparent, and highly accessible.

The Operational Clerical & Compliance Lifecycle

To maintain regulatory oversight and secure placement pipelines, the Administration Clerk executes a precise, systematic operational workflow on a weekly basis:

1.Opportunity Acquisition & Data Entry:Stakeholder Ingestion.

Liaise with external corporate partners, state entities, and industrial employers to source available entry-level and mass employment placement opportunities. Capture these operational records accurately on the department’s labor matching database.

2.Cross-Border Labour Data Coordination:Migration Monitoring.

Collate, verify, and format regional statistical data regarding International Cross-Border Labour Migration. Ensure relevant migration files and administrative packets are available to support national policy tracking and cross-border regulatory frameworks.

3.Private Employment Agency Audit Support:Regulatory Oversight.

Receive, track, and review initial documentation for the registration and formal certification of Private Employment Agencies (PEAs). Verify submissions against regional compliance checklists to eliminate uncertified placement schemes.

4.Provincial Program Tracking & Reporting:Executive Integration.

Consolidate high-volume stakeholder metrics into unified provincial report drafts. Highlight administrative bottlenecks, align clerical outputs with international labor conventions, and route finalized folders to senior unit management.

Key Duties and Responsibilities

1. Stakeholder Engagement & Placement Coordination

  • Liaise directly with designated stakeholder relations officers to actively source, track, and log vocational placement and internship opportunities for registered work-seekers.

  • Assist in organizing and coordinating large-scale provincial recruitment drives, corporate matching workshops, and community-based labor registration outreach programs.

  • Cross-reference standard administrative files against relevant International Labour Organization (ILO) Conventions to verify compliance with global benchmarks on migrant worker rights.

  • Maintain organized databases of regional corporate visas, cross-border employment permits, and international workforce trends relevant to the Eastern Cape.

3. Private Agency Regulation & General Support

  • Deliver administrative support throughout the formal registration, evaluation, and certification cycles of domestic Private Employment Agencies (PEAs) operating within the province.

  • Maintain a central, up-to-date registry of certified PEAs, issuing alerts to supervisors when agencies fail to meet continuous certification requirements.

  • Execute general administrative tasks including high-volume file management, correspondence drafting, meeting minutes documentation, and scheduling support within the provincial operations wing.
