Purpose of the Role
The Assistant Director: Property Acquisitions and Leasing Management is responsible for implementing and maintaining acquisition and leasing policies, facilitating government property acquisition, negotiating lease terms and conditions, administering private and leasehold portfolios, monitoring PMIS and Archibus systems, preparing lease budgets, and supervising employees — ensuring that DPW provides its client departments with suitable, cost-effective, and compliant accommodation.
Key Responsibilities
Policy, Compliance & Internal Controls
- Establish proper property acquisition and leasing internal control measures
- Implement impact assessment tools and sustainability protocols for acquisition and lease management
- Ensure economic efficiency in the leasehold portfolio in line with market trends
Property Acquisition
- Facilitate the property acquisition process in line with the approved acquisition framework
- Inspect and select suitable accommodation according to the requirements of client departments
- Report regularly on procured properties
Lease Negotiation & Administration
- Negotiate terms and conditions of contracts and leases
- Facilitate the lease administration process for private and leasehold portfolios
- Prepare budget for private leases
- Clarify terms and conditions of leases and expedite lease agreements to create lease obligations between tenant and landlord — minimising contractual disputes
- Provide support with the termination and renewal of leased accommodation
PMIS, Archibus & Database Monitoring
- Conduct regular monitoring of the Property Management Information System (PMIS), Archibus, and the leased properties database — ensuring all property and lease data is current, accurate, and complete
Team Supervision
- Supervise employees to ensure effective service delivery within the acquisitions and leasing function
Minimum Requirements
Qualification
- Minimum 3-year tertiary qualification (NQF Level 6) in Real Estate Management, Financial Management, Property Law, or a related field
Knowledge
- Public Finance Management Act (PFMA)
- Financial administration and procurement procedures
- Market research and property economics
