About the Senior Administrative Clerk Role

The Senior Administrative Clerk – Municipal Services (Utilities Division) is a critical role within the Bloemfontein municipal operations. This position involves managing administrative processes related to municipal property rates, debtors management, rental invoicing, and financial reconciliation. The role ensures accurate financial tracking and effective coordination with relevant departments.

This position is ideal for candidates with strong clerical, administrative, and computer skills who are detail-oriented, organized, and committed to public service excellence.


Position Overview

As a Senior Administrative Clerk, you will provide general clerical support while ensuring all municipal utilities and property services are efficiently managed. You will handle tasks such as monitoring payments, reconciling debtor accounts, capturing invoices, and liaising with various departments to ensure compliance with municipal policies and procedures.


Key Responsibilities

  • Process property rates payments accurately and efficiently.

  • Monitor and reconcile the debtors register and PASTEL system to ensure correct monthly rental invoicing.

  • Capture monthly rental invoices in the PASTEL system according to signed lease agreements.

  • Request and verify BAS reports weekly to confirm payments received.

  • Allocate cash receipts on PASTEL system based on BAS reports.

  • Compile debtor reconciliations between PASTEL and BAS based on actual payments.

  • Liaise with departmental Salary sections to ensure PERSAL deductions are correctly implemented.

  • Follow up on outstanding debt per approved Debtors Management Policy.

  • Implement debt write-offs in line with approved policies.


Minimum Requirements

  • NQF Level 4 (Grade 12 or equivalent).

  • Computer literacy with experience in PASTEL, BAS, and general office software.

  • Strong verbal and written communication skills.

  • Planning and organization skills to handle multiple administrative tasks.

  • Ability to work independently and within a team environment.
