Position Overview

RCL Foods is searching for a dedicated and experienced Risk Control Officer to join its Groceries Division in Randfontein, Gauteng. The successful candidate will report directly to the SHER Manager and will be responsible for implementing and maintaining comprehensive Risk Management and SHEQ Control programmes in line with company policies, ISO standards, and legislative requirements.

This role plays a crucial part in ensuring legal compliance, managing risk control activities, and driving continuous improvement in health, safety, environmental, and quality systems. The ideal candidate is analytical, detail-oriented, and skilled in implementing ISO 45001 and ISO 14001 standards within a manufacturing environment.


Key Responsibilities

Legislative and Policy Compliance

  • Ensure full compliance with the Occupational Health and Safety Act (OHSA) and related environmental legislation.

  • Maintain all legal appointments, records, and documentation to meet regulatory standards.

  • Align company SHEQ policies with best practices and legislative updates.

  • Coordinate and facilitate Department of Labour inspections and incident investigations.

Emergency Preparedness

  • Develop, implement, and monitor fire prevention and emergency response procedures.

  • Ensure a comprehensive site contingency plan is in place and regularly tested.

Risk Management

  • Conduct workplace and job-specific hazard analyses to identify potential safety, health, and environmental risks.

  • Implement and evaluate effective risk control measures.

  • Lead internal SH&E audits, participate in external audits, and provide management with recommendations for improvement.

  • Identify training needs in SHE and risk management and collaborate with the HR Development team to schedule appropriate programs.

SHE Systems Management

  • Coordinate the development, implementation, and maintenance of the Integrated SHE Management System aligned with ISO 14001 and ISO 45001 standards.

  • Integrate risk management principles with the existing Total Quality Management (TQM) systems (ISO 9001 / ISO 22001).

  • Administer and update risk registers in line with Alexander Forbes Risk Management Standards.

Communication and Reporting

  • Analyze risk management data, generate reports, and present insights to senior management.

  • Liaise with external authorities such as the Department of Labour, Fire Department, contractors, and emergency services to ensure full compliance.

  • Ensure that SHE meetings are conducted as per company policy and that accurate minutes and records are maintained.

Incident Investigation and Continuous Improvement

  • Conduct root-cause analyses following incidents to determine preventive and corrective actions.

  • Monitor and assess company activities to identify opportunities for continuous improvement in SHEQ performance.

  • Keep abreast of new developments in safety and environmental management practices.


Minimum Requirements

  • Recognised tertiary qualification in Risk Management or equivalent.

  • National Diploma in Safety Management or SAMTRAC certification (or equivalent).

  • 2–3 years’ experience in a manufacturing or production environment.

  • Proven experience in implementing and managing ISO 45001, ISO 14001, and OHSAS systems.

  • Strong understanding of SHE legislation, integrated ISO/OHSAS systems, and internationally recognised risk management principles.

  • Practical experience with Alexander Forbes Risk Management Standards will be advantageous.
