About DPW Project Budget Administration

The Department of Public Works and Infrastructure manages billions of rands in annual infrastructure project budgets — covering construction, maintenance, and accommodation services for government’s immovable asset portfolio. The Project Budget Administration (PBA) function controls, monitors, and reports on these infrastructure allocations — ensuring optimal expenditure, preventing underspending, managing surplus and shortage funds, and maintaining the data integrity of the Works Control System (WCS). The Assistant Director: PBA is the regional finance controller for this critical infrastructure funding function.


Key Responsibilities – Assistant Director: Project Budget Administration

Budget Control & Expenditure Monitoring

  • Assist with budget control of infrastructure budgets — managing the full regional infrastructure allocation
  • Analyse and monitor expenditure levels to ensure optimal expenditure — preventing underspending that results in budget loss or rollback
  • Determine the availability of funds within respective allocations
  • Report shortages or surpluses of funds to the Director: Finance (Head of Finance: Region) and PBA/PBM Head Office

WCS Authorisations & System Management

  • Approve authorisations on WCS (Works Control System) once confirmation of funding is approved by relevant stakeholders
  • Monitor implementation programmes in terms of expenditure, cash flow projections, forced tender dates, and overall WCS data integrity
  • Ensure constant updating of WCS data where applicable

Stakeholder Liaison

  • Liaise with Project Budget Administration: Head Office for confirmation of funding and additional funding approvals
  • Liaise with Project Managers on budget-related matters — engaging to establish reasons for underspending and supporting corrective action
  • Monitor, manage, and report on all funding requests submitted via the Funds Tracking System

Reporting & Presentations

  • Prepare monthly presentations and reports and submit to Director: Finance before due dates
  • Compile and submit budget inputs to respective managers
  • Attend various meetings as required

Human Resources Management

  • Manage the human resources of the unit — supervising the project budget administration team

Qualification

  • Minimum 3-year tertiary qualification (NQF Level 6) in Finance or Financial Management
