Position Overview

SANRAL is seeking a competent and detail-oriented Environmental and Safety Specialist to support the implementation, monitoring, and continual improvement of its environmental and safety management systems.

The successful candidate will play a key role in maintaining compliance with ISO 14001 and ISO 18001 standards, national legislation, and SANRAL’s operational objectives. This position requires a strong understanding of environmental regulations, HSE best practices, and the ability to engage with internal teams and external contractors to ensure all projects meet safety and environmental standards.


Minimum Requirements

  • A tertiary qualification in Environmental Sciences, Health and Safety, or an equivalent qualification at NQF Level 6

  • A minimum of five (5) years’ relevant experience in environmental and safety management

Advantageous Qualifications and Experience:

  • ISO 14001 Lead Auditor certification

  • SAMTRAC qualification

  • Experience working on large-scale infrastructure or construction projects

  • Strong knowledge of SHEQ systems integration

  • Certifications in:

    • Incident Investigation Level 3

    • Hazards Identification and Risk Assessment


Technical Competencies

  • Strong knowledge of South African environmental legislation, including NEMA, NEMWA, NEM:WAQA, and NWA

  • Understanding of EIA regulations and compliance frameworks

  • Practical experience with ISO 14001 and ISO 18001 management systems

  • Ability to identify environmental and safety risks and implement mitigation strategies

  • Skilled in policy development, system audits, and procedural updates

  • Familiarity with contractor monitoring, compliance reporting, and internal audits

  • Strong analytical, communication, and documentation skills


Key Responsibilities

1. HSE Contract Management

  • Develop, review, and update HSE procedures aligned with ISO and legislative standards.

  • Conduct contractor audits and inspections to ensure environmental and safety compliance.

  • Manage and maintain accurate records of permits, EMPs, and audit outcomes.

  • Evaluate contractor performance at project completion and recommend improvements.

2. Performance Monitoring

  • Track contractor performance against EMPs, safety standards, and legal obligations.

  • Identify non-conformances and recommend corrective or preventive actions.

  • Lead incident investigations and prepare root cause analysis reports.

  • Maintain ongoing performance dashboards and compliance reports.

3. Risk Management and Regulatory Compliance

  • Ensure SANRAL’s adherence to all environmental and OHS regulations.

  • Identify potential risks and develop mitigation and control strategies.

  • Liaise with regulators, auditors, and certification bodies to maintain ISO compliance.

  • Provide regular reports on risk trends, performance metrics, and compliance status.

4. Stakeholder Engagement and Collaboration

  • Partner with SHEQ, Procurement, Legal, and Operations departments to ensure integrated environmental and safety management.

  • Engage with contractors, consultants, and government authorities to align on compliance expectations.

  • Facilitate training and awareness programs to strengthen HSE culture across SANRAL.

5. Reporting and Documentation

  • Compile and submit HSE compliance reports, risk registers, and KPI scorecards.

  • Support internal and external audits with accurate data and documentation.

  • Maintain detailed records of incidents, training sessions, permits, and audit findings.

  • Present updates and performance summaries to management and oversight committees.
