Position Overview

SANRAL is seeking a highly skilled and dedicated Environmental and Safety Manager to lead its environmental compliance and occupational safety initiatives across all projects and regions.

The successful candidate will be responsible for developing, implementing, and continuously improving environmental and safety management plans in alignment with ISO 14001 and ISO 18001 standards, national legislation, and SANRAL’s operational objectives. This role requires strategic oversight, regulatory compliance expertise, and the ability to drive an organisational culture of environmental awareness, sustainability, and safety excellence.


Minimum Requirements

  • A relevant tertiary qualification in Environmental Sciences, Health and Safety, or an equivalent field at NQF Level 7

  • A minimum of five (5) years’ relevant experience in environmental and safety management

  • Certifications in:

    • Incident Investigation Level 3

    • Hazards Identification and Risk Assessment

Advantageous Qualifications and Experience:

  • ISO 14001 certification

  • ISO 14001 Lead Auditor certification (highly advantageous)

  • Experience with large-scale infrastructure or construction projects

  • Working knowledge of SHEQ systems integration

  • Medically fit for travel and on-site inspections


Technical Competencies

  • In-depth knowledge of environmental legislation, including NEMA, NEMWA, NEM:WAQA, and NWA

  • Expertise in EIA regulations and compliance frameworks

  • Strong understanding of ISO 14001 & 18001 certification standards

  • Ability to identify and mitigate environmental and safety risks

  • Experience in developing, updating, and implementing EMS and HSE policies

  • Proven ability to conduct audits, manage reports, and enforce compliance

  • Familiarity with contractor management and performance monitoring

  • Skilled in incident investigation, corrective actions, and continuous improvement


Key Responsibilities

1. HSE Contract Management

  • Develop and update environmental and safety clauses for procurement contracts.

  • Ensure contractors comply with ISO standards and legal obligations.

  • Oversee contract implementation and maintain accurate documentation of permits, audit reports, and EMPs.

  • Verify environmental and safety deliverables at contract close-out and assess contractor performance.

2. Performance Monitoring

  • Monitor compliance with approved Environmental Management Plans (EMPs) and legal frameworks.

  • Conduct inspections, site audits, and structured reviews of contractor activities.

  • Recommend corrective measures for non-compliance and ensure implementation of improvements.

  • Approve reports on waste management, rehabilitation, and environmental restoration activities.

3. Risk Management and Compliance

  • Identify, evaluate, and mitigate environmental and safety risks associated with SANRAL projects.

  • Ensure full compliance with NEMA, ISO 14001, ISO 18001, and OHS regulations.

  • Collaborate with Legal, SHEQ, and Regulatory Authorities to resolve disputes and address compliance issues.

  • Embed root cause analyses and risk mitigation strategies into operational frameworks.

4. Stakeholder Engagement and Collaboration

  • Collaborate with internal departments (Procurement, Legal, Operations, and SHEQ) to integrate EMS processes.

  • Engage with regulators, contractors, and industry partners to ensure best environmental practices.

  • Present compliance reports and environmental risk updates to senior management and relevant authorities.

  • Promote environmental awareness and safety culture through training and leadership initiatives.

5. Reporting and Documentation

  • Compile and maintain KPI dashboards, risk registers, and compliance reports.

  • Present findings to SANRAL’s Board committees and regulatory bodies.

  • Ensure all reports address strategic risks and include actionable insights.

  • Prepare accurate data and documentation for audits, inspections, and external reviews.
