About the Role
The Human Resource Development Officer is responsible for ensuring the efficient management and development of operator capability across assigned sites, in alignment with contractual objectives and site-specific operational requirements. You will plan and deliver theoretical and practical training for operators on earthmoving equipment, conduct evaluations and licence updates, develop and update training materials, maintain full SETA and ISO compliance across all training records, and support the ongoing improvement of training effectiveness across the operation.
This is not a classroom-only role. The ideal candidate is someone who has spent meaningful time on the floor — operating and supervising earthmoving equipment — and who brings that practical credibility into every training session they deliver. You will work closely with Site Agents, Supervisors, Training Specialists, and operational management to ensure that every operator on site is trained, evaluated, competent, and compliant. A strong administrative discipline, the ability to work independently, and availability for standby are all essential to performing this role effectively.

Key Responsibilities of a Human Resource Development Officer
Training & Practical Evaluation
- Conduct theoretical training for operators using current and updated training material across all relevant programmes.
- Continuously perform practical operator evaluations to assess competence, identify gaps, and inform further development requirements.
- Support the ongoing improvement of training effectiveness, materials, equipment, presentations, and delivery methods to ensure training remains relevant and impactful.
- Train personnel on all relevant SOPs, STPs, Standard Procedures, and COPs applicable to the site, ensuring all training documentation is filed in personal training files.
Licence Updates & Compliance Checks
- Conduct evaluations for licence updates in line with regulatory and site requirements.
- Follow up on all PTO (Permission to Operate) training requirements to ensure operators are authorised and compliant at all times.
- Perform regular spot checks on operators to verify ongoing competence and adherence to safe operating procedures.
Course Development & Reporting
- Provide accurate and relevant information for course development, contributing to the continuous improvement of the training curriculum.
- Submit monthly reports on daily changes and updates to training content, operator progress, and site-specific training requirements.
- Compile and submit monthly training reports and provide scheduled and ad hoc management reports as required.
- Compile skills plans and reports for SETAs, ensuring all submissions are accurate, compliant, and submitted within required timeframes.
Administration & Records Management
- Maintain and update employee training records on site, ensuring all information is current, accurate, and audit-ready.
- File copies of all training certificates and maintain organised, compliant personal training files for each operator.
- Update the training matrix regularly to reflect completed training, upcoming requirements, and licence expiry dates.
- Ensure all training documentation complies with ISO standards and is maintained for SETA audit and compliance purposes.
- Perform all administrative duties related to training activities with accuracy and within required deadlines.
- Develop and deliver presentations to management and stakeholders when required.
SHEQ Support
- Assist operators with hazard identification and risk assessments, ensuring a safety-conscious approach to all operational activities.
- Support operators in identifying and addressing environmental issues on site in line with applicable standards and legislation.
- Assist operators with safety-related matters, reinforcing a culture of safe work practices and regulatory compliance across the site.
Communication & Stakeholder Engagement
- Communicate proactively with Site Agents regarding problem areas, flagging training concerns and competency gaps before they affect operational performance.
- Maintain daily communication with Supervisors and Operators, providing guidance, support, and follow-up on training and compliance matters.
- Liaise regularly with the Training Specialist / Manager to align site-level training activities with broader organisational development strategy.
- Attend site communication forums and represent the HRD function professionally in all stakeholder engagements.
Operator Selection & Development
- Identify operators suitable for future training and career development opportunities, supporting a pipeline of skilled, multi-competent personnel.
- Assist with operator recruitment and selection processes, providing input on candidate suitability based on operational and training criteria.
- Assist supervisors with operator needs and work independently using initiative when problems arise on site.
- Be available on standby as required by operational and training demands.
Minimum Requirements – Human Resource Development Officer
Educational Qualifications:
- National Diploma in Mineral Processing or a related field (essential)
Training Qualifications & Registrations:
- Qualified Facilitator (essential)
- Assessor registered with the MQA (Mining Qualifications Authority) (essential)
- Moderator registered with the MQA (essential)
- Skills Programme — Operate Mobile Machinery for Surface Excavation Operations, registered with MQA (essential)
Experience:
- Minimum 3 years’ industrial experience as a multi-skilled operator on earthmoving equipment — including FEL, ADT, Grader, TLB, or equivalent (essential)
- Minimum 2 years’ supervisory experience in an earthmoving or industrial operations environment (essential)
- Minimum 3 years’ experience training operators on earthmoving equipment (essential)
- Strong production background in earthmoving operations (essential)
Knowledge Requirements:
- Sound knowledge of SETA compliance requirements and Skills Development legislation
