Purpose of the Role

To provide a fully integrated Human Resources Business Partnering service to the National Treasury — establishing a culture of excellence through value-adding HR offerings, processes, and strategic initiatives across assigned business divisions.


Key Responsibilities – HRBP

HR Service Delivery

  • Establish and maintain strong relationship management and service excellence with stakeholders — upholding the HR Brand equity with line functionaries
  • Establish partnerships with line functionaries to execute relevant HR processes to the business divisions
  • Identify, understand, and translate line or business needs into value-adding HR initiatives
  • Establish HR Service Delivery as the first and single point of contact for divisions on HR matters, queries, and requests
  • Be a custodian of line functionaries’ HR needs and HR processes including Talent Management offerings
  • Provide HR support and guidance to both managers and employees within assigned divisions

HR Governance & Compliance

  • Ensure compliance to HR Policies, Procedures, Practices, and all statutory requirements
  • Ensure transactional HR aspects are kept in line with legislative requirements — including employee data, information, and records accuracy and validity
  • Evaluate HR policies and align service offerings to legislative and organisational changes

HR Communication

  • Enable the marketing and communication of HR Initiatives within National Treasury — ensuring all divisions understand and engage with available HR programmes and services

HR Operations

  • Implement systems and processes to ensure HR meets its strategic objectives in line with those of National Treasury
  • Implement processes and procedures to measure HR’s impact and contribution to institutional effectiveness

HR Projects

  • Manage key strategic HR projects, their implementation, and deliverables
  • Execute and monitor progress and compliance on policies, procedures, practices, change management initiatives, and strategic HR initiatives

HR Information & Reporting

  • Analyse and interpret HR reports — identifying positive and negative trends with recommendations
  • Provide relevant HR management information and reports as per business requirements
  • Achieve HR key performance indicators and objectives for assigned divisions — including HR Dashboard and Scorecard indicators and metrics

Relationship Management

  • Develop and maintain effective relationships with both managers and employees in assigned divisions

Minimum Requirements – HRBP

Qualifications — Essential

  • Grade 12 — essential
  • National Diploma (NQF Level 6) in Human Resources Management, Industrial Psychology, Human Resources Development, Public Administration, or Employee Relations — essential
  • Bachelor’s Degree (NQF Level 7) or above in any of the above disciplines — advantageous

Work Experience — Essential

  • Minimum 4 years’ total HR experience — of which 2 years must be at Assistant Director level or equivalent in the broader HR field

Knowledge Required

  • Knowledge and experience in HR process delivery and leading change within business units
