About the DEL Labour Activation Programmes

The Department of Employment and Labour’s Labour Activation Programmes (LAP) are a suite of UIF-funded interventions designed to preserve employment, support business recovery, and improve the employability of the unemployed during and after periods of economic distress. The three core programmes administered by this role are:

  • TEES (Temporary Employer-Employee Relief Scheme) — UIF-funded support for employers and employees during temporary business closures, financial distress, or force majeure events, preventing job losses through temporary income replacement

Purpose of the Role

The Assistant Director: Labour Activation Programmes is responsible for facilitating stakeholder engagements, coordinating programme implementation, driving awareness campaigns, sourcing project approvals, monitoring project outcomes, and managing resources for the TEES, BRRP, and Employability of the Unemployed programmes across their assigned provincial area.

Stakeholder Engagement

  • Facilitate engagements with relevant stakeholders on TEES, BRRP, and Employability of the Unemployed projects — building productive relationships with employers, employer organisations, trade unions, SETAs, and provincial government departments.

Programme Coordination & Implementation

  • Coordinate the implementation of TEES, BRRP, and Employability of the Unemployed in line with the UIF’s mandate in the relevant province — managing all project activities from application through implementation to closure.

Awareness Campaigns

  • Facilitate awareness campaigns on TEES, BRRP, and Employability of the Unemployed — ensuring that eligible employers, workers, and stakeholders across the province are informed about available UIF programme support.

Project Approvals

  • Source approval of TEES, BRRP, and Employability of the Unemployed projects — preparing and submitting project approval documentation in compliance with the Labour Activation Framework and PFMA requirements.

Project Monitoring

  • Monitor TEES, BRRP, and Employability of the Unemployed projects — tracking implementation progress, reporting on outcomes, and identifying and escalating non-compliance or performance issues.

Resource Management
