Department of Agriculture – Monitoring Analyst Vacancy

The Department of Agriculture invites suitably qualified candidates to apply for the position of MONITORING ANALYST REF NO: 3/3/1/61/2025 within the Directorate: Monitoring.

This position focuses on analysing performance data, monitoring programme implementation, and supporting evidence-based decision making across Provincial Departments of Agriculture and Public Entities. The successful candidate will play a critical role in strengthening monitoring systems, improving performance reporting, and supporting accountability within the agricultural sector.

R468 459 per annum (Level 09)

Minimum Requirements

Educational Qualification:

  • National Diploma or Degree (NQF Level 6) in Agriculture, Statistics, Auditing, Commerce, Public Administration / Management, Business Administration / Management, or other related qualification.

Experience:

  • Minimum of 2 years proven experience in performance monitoring, auditing, evaluation, project and programme management, or strategic planning.
  • Experience in an agricultural environment will be an added advantage.

Additional Requirements:

  • Valid driver’s licence.
  • Willingness to travel and work irregular hours.

Key Duties and Responsibilities

Performance Analysis Coordination

  • Coordinate performance analysis of Provincial Departments of Agriculture (PDAs) and Public Entities (PEs) against predetermined objectives.
  • Analyse the performance environment of PDAs and PEs.
  • Assess alignment of monitoring approaches with government performance management systems.
  • Identify gaps, risks, and systemic challenges and recommend corrective actions.
  • Conduct trend and comparative analyses across reporting periods to identify emerging risks and performance patterns.

Performance Reporting Analysis

  • Analyse PDAs and PEs reporting processes for adequacy, consistency, and compliance.
  • Provide guidance on strengthening non-financial performance reporting.
  • Analyse reporting systems and administrative performance management processes.
  • Provide advice on indicator definitions, data sources, and supporting evidence requirements.
  • Compile consolidated quarterly and annual performance reports.

Monitoring Systems Management

  • Maintain an audit-ready repository of performance documentation.
  • Develop and update standardised annual performance workbooks.
  • Support consolidated reporting systems to enhance accountability.

Performance Control and Improvement

  • Analyse performance control systems for adequacy and compliance.
  • Identify areas of excellence and benchmarking opportunities.
  • Identify weaknesses and support the implementation of improvement reforms.
  • Test the effectiveness of monitoring systems and reporting tools.
  • Analyse audit trends and recommend monitoring improvements.

Risk-Based Verification and Compliance

  • Implement risk- and findings-based project verification processes.
  • Analyse internal audit outcomes and performance trends.
  • Recommend remedial actions to improve performance accountability.
  • Ensure monitoring systems remain aligned with legislative and regulatory requirements.

Capacity Building and Advisory Support

  • Identify capacity-building gaps based on analysis findings.
  • Contribute to development of capacity-building interventions.
  • Engage management to address knowledge gaps in monitoring approaches.
  • Analyse improvements resulting from capacity-building initiatives.

Monitoring Improvement and Decision Support

  • Analyse planning methodologies used in monitoring systems.
  • Evaluate programme and project management practices in relation to performance monitoring.
  • Assess the contribution of administrative systems to institutional performance.
  • Develop tools, templates, and guiding documents to address recurring performance challenges.
  • Monitor implementation of improvement plans and provide advisory support.

The Monitoring Analyst will contribute to strengthening institutional performance monitoring and supporting transparent reporting across agricultural institutions.

Work Environment

The position is based in:

  • Pretoria, Gauteng

The successful candidate will be required to travel and may work irregular hours depending on monitoring and reporting requirements.
