About the Road Accident Fund (RAF)
The Road Accident Fund (RAF) exists to provide appropriate cover to all road users within South Africa’s borders. The Fund ensures the rehabilitation and fair compensation of individuals injured in road accidents while actively promoting safe road usage. As a strategic organisation with national impact, the RAF is committed to operational excellence and service delivery.
Purpose of the Role
The Specialist: Learning & Development is responsible for supervising, designing, facilitating, and evaluating training and development initiatives within the RAF. This role ensures that all learning interventions align with organisational goals, legal compliance requirements, and national skills development strategies. The successful candidate will also oversee the development of standardised learning programmes and ensure continuous skills development across the organisation.
Key Responsibilities
1. Policy Review and Implementation

Contribute to developing and implementing policies, procedures, and processes within the Learning & Development space

Stay informed of best practices and execution strategies to drive operational excellence
2. Manage Training Requirements
-
Conduct training needs analysis aligned with Personal Development Plans (PDPs)
-
Design, develop, and source appropriate learning solutions
-
Facilitate logistical arrangements for training programmes
-
Design and conduct formative and summative assessments
-
Evaluate the effectiveness and efficiency of learning solutions
-
Facilitate internal training where applicable
3. Legislative Compliance
-
Benchmark Learning & Development standards for possible RAF implementation

Remain updated on legislative changes impacting Learning & Development
-
Develop tactics and strategies to ensure full compliance with relevant legislation
-
Implement Workplace Skills Plans (WSP) to address developmental needs
-
Maintain compliance with all training interventions
-
Develop and manage Service Level Agreements (SLAs) with training service providers
-
Evaluate training interventions to ensure quality and relevance
-
Design standard curricula and courses within the RAF’s professional Learning Academy
-
Standardise all operational learning interventions across the organisation
4. Manage Training Toolbox and Calendar

Maintain the training calendar for all RAF offices
-
Update learning and development toolbox with relevant materials and resources
5. Reporting and Administration
-
Prepare and submit regulatory reports as required
-
Align reports, procedures, and processes with RAF’s overarching strategy
-
Develop functional reporting systems for management, projects, and performance tracking
-
Produce proposals, briefings, presentations, and reports to inform decision-making
-
Maintain accurate training records, including attendance registers and evaluation forms
6. Skills Development Committee Participation
-
Ensure learning solutions align with the National Skills Development Strategy

Align learning solution implementation with the Annual Training Report and WSP
-
Actively participate in Skills Development Committee (SDC) meetings
7. Stakeholder Management
-
Manage relationships with internal and external stakeholders, vendors, and service providers
-
Ensure timely invoicing and payment of service providers
-
Communicate effectively with stakeholders at all levels
-
Represent the RAF in relevant external activities and events
8. Finance Management
-
Manage training budgets in line with business plans
-
Comply with financial restrictions as outlined by RAF’s finance and procurement teams
-
Evaluate cost-effectiveness and control training budgets
9. Assessments and Moderation
-
Develop assessment tools and criteria for internal learning programmes
-
Moderate assessments based on South African Qualifications Authority (SAQA) standards
Minimum Requirements
Qualifications
-
Bachelor’s Degree or Advanced Diploma in a related qualification
Experience
-
Minimum 5-7 years’ experience in training and facilitation
-
At least 2 years must be within a specialised area of Learning & Development expertise
