Purpose of the Role
Reporting directly to the Senior Manager of Technology Governance, Risk, and Compliance, the Manager of Cybersecurity Operations is responsible for safeguarding RAF’s information assets. This role oversees the protection, detection, response, and recovery operations related to all computer systems, applications, hardware, and software within the organization. The incumbent ensures secure and seamless ICT operations in line with the organization’s strategic goals.
Key Responsibilities
Cybersecurity Leadership and Strategy

Develop and execute a comprehensive cybersecurity strategy that protects the organization’s IT infrastructure and data assets.

Lead the implementation and continual improvement of incident response and recovery plans to ensure rapid mitigation of cybersecurity threats.

Manage and review governance structures related to cybersecurity, ensuring alignment with corporate governance frameworks.

Oversee risk assessments, vulnerability management, and penetration testing to proactively address security weaknesses.

Facilitate cybersecurity awareness programs, training staff across the organization to uphold security best practices.

Evaluate current and emerging ICT technologies, recommending appropriate hardware and software solutions to senior management.

Promote adoption of industry best practices in ICT security and governance to maintain a robust cybersecurity posture.
Policy Development and Compliance

Collaborate in developing departmental policies, procedures, and processes that align with the RAF’s strategic objectives.

Ensure compliance with regulatory frameworks, standards, and industry best practices relevant to ICT and cybersecurity.

Continuously review and update cybersecurity policies to reflect evolving risks and technology landscapes.
Reporting and Governance

Prepare and submit detailed reports to senior management, regulatory bodies, and relevant stakeholders highlighting cybersecurity performance and risk mitigation efforts.

Design and maintain functional reporting systems to track project progress, operational effectiveness, and compliance status.

Guide policy alignment and documentation processes to ensure consistency with RAF’s overall strategy.
Stakeholder Engagement

Build and maintain productive relationships with internal departments, external partners, and regulatory authorities.

Facilitate clear communication on cybersecurity investments, risks, and operational performance across all stakeholder levels.

Collaborate effectively to address emerging cybersecurity challenges and improve collective security posture.
People and Resource Management

Lead, mentor, and develop a high-performing ICT and Cybersecurity team, fostering a culture of innovation and continuous improvement.

Manage resource allocation including budgeting for maintenance, upgrades, and security projects.

Implement human capital processes to address workplace conflicts and ensure alignment with organizational standards.

Oversee staff performance management, capacity building, and career development initiatives.
Qualifications and Experience
-
Bachelor’s Degree or Advanced Diploma in Information Technology, Computer Science, or related fields.

Postgraduate qualifications in IT or Computer Science will be advantageous.

Relevant certifications such as Certified Information Systems Security Professional (CISSP), Certified Information Security Manager (CISM), Certified Information Systems Auditor (CISA), or ITIL are highly desirable.

A minimum of 6 to 8 years’ experience in ICT and risk management environments, with at least 2 years in a managerial or supervisory role.

Strong knowledge of current ICT technologies, cybersecurity trends, and best practices.

Employment Conditions
The Road Accident Fund offers a total employment cost package with no additional employer contributions. Candidates must structure their packages to suit personal needs. Security vetting is mandatory for all prospective employees. Foreign qualifications must be evaluated by the South African Qualifications Authority (SAQA).
