Purpose of the Job:
The Senior Officer: Forensics Investigation is responsible for investigating irregular business activities, including employee misconduct and crimes against the Road Accident Fund (RAF).
Key Performance Areas:
1. Conducting Investigations:
- Plan and conduct investigations as assigned by supervisors or management.
- Maintain relationships with prosecuting authorities, law enforcement, and internal stakeholders.
- Compile and transmit monthly/weekly reports to management.
- Conduct interviews with claimants and witnesses, internally and externally.
- Gather statements and documentary evidence for investigations.
- Ensure confidentiality of records and information.
- Work with regulatory bodies such as HPCSA, SASSA, PRASA, and SA Nursing Council.
- Identify process loopholes that may lead to abuse and report them to the Senior Forensic Officer.
- Investigate irregularities and pursue prosecution of involved parties.
- Maintain working relationships with Assessors.
- Open and manage criminal cases with SAPS/Hawks and keep records.
- Prepare and present evidence for criminal or disciplinary cases in court or hearings.
- Support RAF departments with civil liability cases.
- Achieve investigation targets set by the Forensic Manager or Senior Forensic Investigator.
- Update the Tracker spreadsheet for record-keeping and analysis during investigations.
- Investigate reports from Tip-Offs Anonymous and provide feedback.
- Participate in external fraud campaigns initiated by the Forensic or Communications Department.
- Manage case files and maintain investigation records.
- Establish and maintain informer networks.
- Implement RAF fraud prevention strategies.
- Report investigation outcomes and make recommendations to RAF management and SAPS.
2. Stakeholder Relations Management:
- Build alliances with external stakeholders such as the NPA and law enforcement.
- Develop positive working relationships with staff, claimants, lawyers, and government departments.
- Respond to inquiries from internal and external stakeholders.
- Maintain relationships with vendors, service providers, and procurement teams.
3. Reporting:
- Assist in the preparation and submission of Regulation reports.
- Contribute to developing functional reporting systems for management, project, or performance reporting.
- Regularly submit progress updates to management.
Qualifications and Experience:
- Bachelor’s Degree/Advanced Diploma in Law or Policing, or an equivalent qualification.
- Certification in Forensic Investigation and Criminal Justice is an advantage.
- Valid Category B or higher driver’s license.
- Minimum of 4 years’ experience in fraud investigation or MVA claims investigation.
