EMPLOYEE RELATIONS OFFICER

Reporting Line: Human Resources Manager
Overall Job Purpose: The main purpose of the Employee Relations Officer position is to assist in the provision of sound, effective, advice and end-to-end services and support on employee relations matters to line managers and the broader HR team to promote harmonious workplace relations and sound employment practices in accordance with relevant labour legislation and the company’s policies and procedures in the Council For Geoscience (CGS).

KEY RESPONSIBILITIES:

Support the maintenance of harmonious and productive relations between management and employees

Coordinate management and organized labour meetings and/or events

Monitor and maintain the relevant collective bargaining structures

Advise line managers on disciplinary and grievance policy, process and procedure

Advise and/or create awareness on labour legislation (e.g., the BCEA) and CGS policies

Coordinate the management of grievances, disputes and disciplinary matters

Give input on appropriate interventions to improve employee relations

Compile reports on IR related issues

Provide industrial relations administrative support

Support the implementation of CGS Employment Equity Plan (EE) and compliance to statutory requirements

Provide input to the development and refinement of the EE Plan

Coordinate the establishment of, and optimizing the functionality of Employment Equity structures

Advise and create awareness on employment equity legislation and CGS policy and plan(s)

Monitor compliance and prepare reports for EE

Provide EE administrative support

Coordinate and facilitate training and workshops in all Labour relations activities

Assist in representing the organization at CCMA conciliations and arbitrations

Ensure the provision of all relevant documentation and other logistical arrangements are made for disputes referred to the CCMA or the Labour Courts

Coordinate management and organized labour meetings and/or events

Providing industrial relations administrative support

Ensure that effective system administration requirements are complied with

Ensure that effective system technical data is accurately captured and secure

Contribute actively and proactively to the initiatives, projects and activities in which the HR management team are engaged

Assist in scoping project plans related to identified ER interventions

Continually support the maintenance of effective relationships with both line managers and employees

Contribute to the implementation of negotiating mechanisms with organized labour

Support in building capacity of line management and/or organized labour on ER

Servicing the Bargaining Forum meetings with the Management and Labour as and when required

Ensures that the Disciplinary Code is clearly communicated within the various Divisions/Business Units

Implement and maintain a comprehensive IR administration system

Ensure compliance to ER Policies and Procedures

Monitor, track and report ER Key Performance Indicators

Ensure Compliance with relevant Legislation

Identify risks and threats to the IR process/functions proactively.

Compile and submit own Personal Development Plan

Participate in Continuous Professional Development initiatives/interventions in order to keep up with new technologies and procedures

Support and participate in the training and development requirements of employees

KEY PERSONAL ATTRIBUTES AND REQUIRED SKILLS:

Must have a good understanding of ER theory and latest thinking and can apply this in the workplace

Extensive knowledge of Human Resources principles and policies

Sound knowledge of Labour Relations Act, relevant legislations

Knowledge and experience in dispute resolution and wage negotiations

Knowledge and experience in handling disciplinary cases and grievances

Communication & negotiation skills

Exceptional interpersonal skills at all levels of the organization

Planning, Organizing and Coordinating

Report writing skills

Computer literacy

Customer orientation

Teamwork and collaboration

Facilitation skills

QUALIFICATIONS AND EXPERIENCE:

Relevant degree or equivalent

Minimum 5 years related experience in HR with exposure to Employee/Industrial Relations

Able to demonstrate an informed understanding of the core IR areas of practices

Demonstrate an informed understanding of the key terms, concepts, facts, general principles, rules and theories of IR

Ability to apply all human resources and people management policies, procedures and practices

Proven experience in developing, implementing and reviewing of employee relations policies and disciplinary/grievance code

Experience and proven track record at the CCMA

Knowledge and experience in dispute resolution and wage negotiations

Knowledge and experience in handling disciplinary cases and grievances

Good working knowledge of BCEA, LRA, EE Act, SD Act

HR Information Systems / Computer literacy
