Paarl Hospital is one of the flagship facilities under the Western Cape Department of Health and Wellness. The hospital delivers critical healthcare services across the rural Winelands region and is supported by a robust administrative and operational infrastructure. As part of the Chief Directorate: Rural Health Services, the Human Resource Management team plays a key role in driving performance, employee wellness, and policy compliance.

Job Purpose

The Department seeks a competent and proactive Administrative Officer to manage and implement HRM functions including recruitment, salary administration, PERSAL transactions, and compliance with public sector personnel frameworks. This is a pivotal support position for the hospital’s overall HR functions.

Minimum Requirements

  • Senior Certificate (Matric) or equivalent qualification

  • Appropriate experience in Human Resources, including:

    • Recruitment and Selection

    • Personnel Management

    • Salary Administration

    • Service Conditions

    • PERSAL system usage

Essential Skills and Competencies

  • In-depth knowledge of public service HR policies and recruitment protocols

  • Strong strategic and analytical thinking abilities

  • Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook)

  • Hands-on experience with PERSAL (Personnel and Salary System)

  • Excellent communication and interpersonal skills

  • Ability to manage administrative clerks and ensure HR operations run smoothly

  • High level of attention to detail and ability to work under pressure

Key Responsibilities

  • Administer and ensure the efficient application of HR policies across departments

  • Manage the recruitment and selection process and assist with salary and personnel administration

  • Supervise administrative staff in the Personnel Section

  • Ensure PERSAL transactions are correctly processed and approved

  • Provide effective HR support and advisory services to management and employees

  • Assist with the administration of Occupation Specific Dispensation (OSD) and Grade Progression policies

  • Ensure compliance with applicable prescripts and contribute to improving HR processes
