Purpose of the Role
The Specialist: Data Management plays a crucial role within the Governance division, tasked with collecting, analyzing, and maintaining accurate data to build reliable data systems and statistical reports. These insights support informed decision-making processes that enhance the effectiveness and integrity of RAF’s governance framework.
Key Responsibilities
Combined Assurance Management

Coordinate the development and implementation of the Integrated Combined Assurance Plan.

Evaluate combined assurance activities by various providers, linking reviews to strategic risks and root causes.

Monitor emerging risks and track recommendations made by assurance providers.

Identify inconsistencies and control gaps within the control environment and oversee mitigation strategies.

Ensure comprehensive assurance coverage through continuous monitoring and risk assessment.
Quality Assurance and Monitoring

Conduct Quality Assurance reviews on selected assurance provider outputs.

Evaluate the effectiveness and adequacy of assurance methodologies, recommending improvements where necessary.

Develop and manage an integrated dashboard for combined assurance.

Facilitate combined assurance reviews and impact assessments for management oversight.

Manage assurance and internal control systems and tools.
Internal Controls Oversight

Recommend the design and enhancement of internal control systems to management.
-
Coordinate testing and independent assessments of key controls and compliance adherence.
-
Advise management on internal control improvements and fraud prevention measures.

Analyze risk registers and recommend necessary reviews to address control gaps.
Policy Development and Implementation

Support the development and alignment of Combined Assurance Frameworks, policies, and procedures with RAF’s overall strategy.

Keep abreast of effective policy execution strategies to ensure consistent compliance.
Reporting and Documentation

Prepare regulatory and progress reports, presentations, and management briefings to inform strategic decisions.

Develop functional reporting systems for performance tracking and project updates.
Stakeholder and People Management
-
Build and maintain relationships with internal and external stakeholders to facilitate assurance engagements and knowledge sharing.

Manage vendor relationships and ensure timely invoicing and payments.

Lead and develop a high-performance team, ensuring alignment with RAF’s strategic objectives.

Implement human capital processes to foster a productive work environment and resolve workplace conflicts.

Mentor and coach staff to enhance capabilities and performance.
Qualifications and Experience

Bachelor’s Degree or Advanced Diploma in Data Management or related field.
-
Minimum of 5 to 7 years’ experience in data management, reporting, or analytics environments.

Proven expertise in data analysis, interpretation, and reporting.

Employment Conditions
The Road Accident Fund offers a total employment cost package with no additional employer contributions. Successful candidates are expected to structure their packages according to their needs. Security vetting is mandatory for all new employees. Foreign qualifications must be evaluated by the South African Qualifications Authority (SAQA).
