Position Overview
The Assistant Manager: Water Network will be responsible for the effective operation, maintenance, and enhancement of the municipal water infrastructure. The successful candidate will manage the technical team, oversee infrastructure maintenance programs, and ensure compliance with national water regulations. You will play a leading role in delivering clean, safe, and uninterrupted water supply to communities within Emalahleni Municipality.
Minimum Qualifications and Requirements
To be considered for this critical role, candidates must meet the following criteria:

A National Diploma or Degree (NQF Level 6 or 7) in Engineering or a relevant water-related field

Must be eligible for professional registration with a recognised professional body
-
5 to 8 years of relevant work experience in water infrastructure, of which 3 years must be at a supervisory level

A valid driver’s license is mandatory

Knowledge of Blue Drop certification standards and water legislation is required
Key Responsibilities
The appointed Assistant Manager will carry out the following duties:

Lead the repair and maintenance of municipal water infrastructure
-
Implement and monitor the maintenance programme for water networks
-
Manage the sectional budget and ensure financial accountability
-
Enforce municipal by-laws related to water use and service delivery
-
Compile and submit detailed technical and performance reports to Council and government departments
-
Supervise the Water Network section, providing guidance and performance management
-
Evaluate and oversee the planning of complex engineering projects
-
Monitor contractor performance, including off-site production and long-lead materials
Occupational Competencies

Strong technical knowledge in water infrastructure systems and engineering standards

Proven ability to work within the municipal infrastructure environment

Familiarity with Blue Drop certification criteria and water-related compliance frameworks

Demonstrated supervisory, budgeting, and reporting skills
-
Ability to manage large-scale infrastructure projects efficiently
-
Strong computer literacy and engineering software proficiency
-
Capacity to coordinate project milestones, supplier outputs, and team deliverables effectively
