The Assistant Manager: Asset role is a strategic position in the Financial Services Department, focusing on the control, compliance, and effective management of the municipality’s asset and property portfolio. This opportunity is best suited for experienced professionals in finance, asset management, or property valuation with strong leadership capabilities and attention to detail.

Position Summary

The Assistant Manager: Asset will oversee the asset management function within the municipality, ensuring accurate reporting, proper maintenance of records, effective budget management, and regulatory compliance. This leadership role requires strong financial knowledge, internal control expertise, and experience in supervising financial teams.

Minimum Qualifications and Requirements

Interested candidates must meet the following mandatory criteria:

  • A National Diploma or Degree (NQF Level 6 or 7) in Asset Management, Finance, or Property Valuation

  • A minimum of 5 to 8 years’ relevant experience, of which at least 3 years must be at supervisory level

  • Solid understanding of municipal financial frameworks, compliance procedures, and reporting standards

Key Responsibilities

The successful candidate will be expected to carry out the following responsibilities:

  • Supervise Financial Clerks and Officers, ensuring task execution and compliance

  • Prepare detailed capital project schedules and track asset performance

  • Compile and submit periodic financial and audit reports

  • Oversee cash flow management, ensuring sufficient balances and avoiding overdrafts

  • Maintain loan and investment registers, ensuring accuracy and compliance

  • Support departments with petty cash processes and system usage, including Excel and VENUS

  • Conduct asset depreciation calculations and manage the asset register

  • Coordinate verification processes with the District Council

  • Ensure the reconciliation of all control accounts and payment of loans

  • Approve insurance claims, tenders, and internal requisitions as per the delegated authority

  • Participate in budget preparation and ensure alignment between asset value and capital budgets

  • Sign municipal cheques and ensure the accuracy of capital interest calculations

Key Competencies and Attributes

  • In-depth knowledge of municipal finance, asset management principles, and sector-specific legislation

  • Ability to interpret strategic goals, align them with departmental deliverables, and manage compliance

  • Strong leadership, organisational, and project coordination skills

  • Proven ability to develop corrective financial measures and manage risks

  • Excellent stakeholder engagement skills and the ability to communicate across technical and administrative levels

  • Ability to work in high-pressure, deadline-driven environments with minimal supervision

  • Experience in budget management, performance tracking, and internal auditing
