
Land Acquisition Manager

Position Objective
The Land Acquisition Manager is responsible for ensuring land acquisition and administration in accordance with specific norms and standards, relevant legislation, and efficient management of resources, time, and budgets. The role involves developing and maintaining excellent working relationships with external stakeholders to achieve the required business results.
Minimum Requirements
- Education: Bachelor’s Degree or BTech in Property Valuation and Management or Advanced Diploma in Real Estate (NQF Level 7).
- Experience: 8 – 10 years in Land Acquisition and Property Management or related experience.
- Professional Registration: Must be registered with the South African Council for the Property Valuers Profession.
Advantageous
- Survey or Law Degree.
Working Conditions / Inherent Requirements of the Job
- Travel as required.
- Attendance at Cluster Meetings as needed.
- Driver’s License required.
- Work in a combination of office and construction site environments, as needed.
Skills and Competencies
- Strong knowledge of industry standards, property acquisition legislation, and land administration matters.
- Familiarity with Spatial Planning and Land-Use Management (SPLUMA), the SANRAL Act, and other relevant legislation.
- Ability to interpret plans through Geographic Information Systems (GIS) or related systems.
- Capacity to manage contracts with third-party vendors, contractors, or consultants.
- Excellent negotiation skills for dealing with internal and external stakeholders.
Key Performance Areas
Strategic Planning & Adherence to Standards
- Ensure compliance with SANRAL Procurement Lease and Alienation Property Policy.
- Support project managers to fast-track projects, including resolving issues related to land grabs, illegal occupations, or encroachments on SANRAL assets.
Management of Property Acquisition and Valuation Activities
- Oversee land identification, property information sourcing, and national road reserve declarations.
- Handle property management tasks (leasing, alienation, valuations, land invasion, illegal occupation).
- Manage the acquisition of property (tribal land, state-owned, private property, servitudes, real rights, etc.).
- Supervise the transfer of property to SANRAL and the coordination of surveys and consents.
Tender Preparation & Contract Management
- Provide support for the development of proforma procurement documentation.
- Assist Supply Chain Management with procurement queries.
- Ensure contract management with property service providers aligns with agreed terms and conditions.
- Maintain effective relationships with key stakeholders, including government officials.
Technical Skills & Support
- Review property reports from consultants and provide feedback or recommendations for management approval.
- Offer technical support regarding valuation, surveying, property acquisition, and land administration matters.
- Assist in due diligence for land rights inquiries, lease applications, and related approvals.
- Promote Intergovernmental Relations (IGR) with government entities.
