Position Overview:
The Officer: Acquisition Management (Quotation) is responsible for achieving the business unit’s targets by providing customers with friendly and effective Supply Chain Management (SCM) support and solutions. The role includes acquiring goods, services, and works within prescribed thresholds, ensuring compliance with legislative frameworks, and maintaining purchasing arrangements for the RAF.
Key Performance Areas:

Acquisition Management
- Receive and verify the validity of the application request.
- Compile and issue RFQ (Request for Quotation) documents.
- Manage responses from suppliers and evaluate the received RFQs.
- Maintain Purchase Requisition (PR) records.
- Create and issue Purchase Orders (PO) or hand over RFQ documents to contracts.
- Follow up on deliveries and manage procurement timelines.
- Compile Bid Adjudication Committee (BAC) submissions for deviations.
- Update report templates on a weekly basis and stay informed on SCM legislative developments.
- Assist with price negotiations and agreements with suppliers.
- Conduct market research to identify potential suppliers.
- Arrange Bid Evaluation Committee (BEC) meetings for complex RFQs.
- Communicate with suppliers to ensure timely processing of orders.
- Implement acquisition management processes efficiently.

Reporting
- Assist in the preparation of regulation reports.
- Contribute to the development of functional reporting systems for management, project, or performance reporting.

Stakeholder Management
- Assist with inquiries and requests from internal and external stakeholders.
- Provide timely solutions and maintain good customer service.
- Ensure relationships with vendors, service providers, and procurement teams are well-maintained.
- Ensure that invoicing and payments are processed on time for procured items.

Records Management
- Archive documents related to purchase requisitions on the shared folder and system.
Qualifications:
- Bachelor’s Degree/Advanced Diploma in Supply Chain Management or Finance-related qualification.
Experience:
- 3 years of relevant experience in an Acquisition Management environment, particularly dealing with quotations.
- Knowledge and understanding of procurement and supply chain management in State-Owned Enterprises (SoE) is an advantage.
Technical, Behavioral, and Leadership Competencies:
- Knowledge of the Public Finance Management Act (PFMA) and Treasury Regulations.
- Proficiency in MS Office.
- Strong understanding of ordering processes and supply chain management.
- Ability to work under pressure with minimal supervision.
- Strong planning, organizing, and coordination skills.
- Personal mastery, judgment, and decision-making abilities.
- Ethical values and client service orientation.
