Job Description

The Utility Specialist will assist in aligning utility processes for the regional office in Cape Town, ensuring effective management and resolution of utility-related issues. This role involves managing utility billing, meter reading, budgets, forecasting, and accruals, along with supporting property teams in dealing with stakeholders and tenants.

Key Responsibilities

  • Build and maintain excellent working relationships with local authorities and councils in regions where Growthpoint owns properties
  • Identify and manage risks related to council administration
  • Support sector business units with accrual information related to municipal accounts
  • Assist with ad-hoc requirements as directed by the Utilities Manager
  • Manage the opening and closing of council accounts
  • Assist Creditors and Development teams with municipal account sourcing
  • Track and resolve municipal account queries with relevant municipalities
  • Analyze and monitor utility expense tariffs, especially as new tariffs take effect annually
  • Manage disconnections, load shedding, and ensure tenant and landlord communication for service restoration
  • Ensure compliance with municipal bylaws in tenant billing
  • Conduct municipal account audits
  • Collaborate with property management teams to address utility-related issues across the portfolio
  • Review municipal releases and identify impacts on Growthpoint assets
  • Respond to property valuation roll reviews with respect to Growthpoint-owned properties

Requirements

Experience

  • 5 years of experience in working with municipalities and utility-related property management

Qualifications

  • Bachelor’s degree in Finance/Accounting or a BSc (Property Studies) with electives in Sustainability & Environment (Postgrad qualification preferred)
  • Utilities Management course or related qualification
